DCLC Workshop @ ICCSE 2025

With the continuous advancement of digital technologies, digital Capability has become a key indicator for assessing the ability of individuals and organizations to respond to the challenges of the information society. This workshop focuses on the cultivation and assessment of digital talent, exploring innovative frameworks for digital literacy and skills based on industry-education integration, along with exam outlines, assessment methodologies, and practical applications in education, industry, and public services.

We invite experts from academia and industry to discuss how to build scientific, sustainable, and scalable certification systems for digital capabilities or competencies, aiming to promote the standardization of personal digital literacy and skills assessments. The workshop also welcomes comparative studies and discussions on existing frameworks such as the European Union's DigComp, the ISTE Standards from the U.S., and China's DCLC framework. Practitioners from the industry are especially encouraged to share practical cases and reflections on digital talent development.

This workshop is organized by the DCLC Executive Committee of the National Research Association for Computer Education in Chinese Universities. It aims to establish a bridge between academic researchers and industry professionals in the development of digital talent, addressing current challenges and exploring solutions through industry-education collaboration. By exchanging ideas and experiences, this workshop seeks to further improve the current Digital Competency Level Certification system.

We welcome the submission of original research papers, as well as the sharing of previously published studies or practical cases from industry. Topics for discussion include, but are not limited to, the following:

● Comparative studies of digital capability frameworks (e.g., DCLC, DigComp, ISTE)
● Development of digital capabilities (e.g., curriculum design, instructional materials)
● Design of digital capability assessment tools and scales
● Assessment and implementation of digital literacy and AI literacy
● Practices in digital literacy cultivation and evaluation across enterprises, universities, and primary/secondary schools
● Industry case studies and experience sharing in digital talent development

Submission Guidelines

Please submit your proposal via the official submission system. For previously published research or enterprise case studies, only the title, abstract, and outline are required. Please include the prefix “Non-paper submission” in the title.
